Many power steering pumps make some noise when you try to turn the wheels and the car is sitting still. Takes an incredible amount of steering effort to do that in a FWD car. Don't turn the steering wheel unless moving slightly. Also, NEVER turn the wheels all the way to the "stops".

So I did find the abstract of the TSB for the power steering pump for a 2007 Forester X. It indicates a symptom of a groaning noise at full lock. That it may be caused by the relief valve in the pump and in lieu of replacing the pump the valve is replaceable. The car has more of a squeal at full lock but it's definitely a problem. A failing power steering pump is fairly easy to diagnose. As the pump starts to fail, you can expect to hear whining, groaning or growling noises even when the reservoir is full of fluid. You might also notice that the wheel requires more effort to turn, or the wheels might become slow to respond as you turn the steering wheel.
